New National Identity: Brazil starts transition to the unified document based on the CPF


Brazil has officially entered a new phase of civil identification. A National Identity Card (CIN) starts gradually replacing the old RG, bringing a unified system that promises to reduce fraud, standardize records and integrate the citizen to the digital services of the state.

But contrary to what many people imagine, No need for running. The old model of RG will continue to be accepted throughout the national territory until 28 February 2032, giving almost a decade for the population to make the transition calmly.

The change, however, represents a structural transformation: the CPF becomes the unique identification number throughout the country. This concludes a common situation in the previous system, where the same person could possess several RG numbers in different states.


What Changes in Practice

The new CIN brings some important updates in the Brazilian identification system.

First, the unification of the registration number. With the CPF as a national base, the databases start talking to each other, reducing inconsistencies and hindering identity fraud.

Second, the document will be free at first issue. Citizens will be able to request both the physical version, printed on security paper, and the digital version by Gov.br app.

Another relevant point is the increase in the safety pattern. The new identity includes QR Code for electronic validation and MRZ code, the same standard used in international passports, allowing automated reading in control and verification systems.


The most important detail before requesting the new identity

Despite the apparent simplicity of the process, there is one point that can prevent the issuance of the new CIN: the regularity of the CPF in the Federal Revenue.

As the number becomes the central identifier, any divergence of data between the records of the IRS and the civil identification database may block the issue of the document.

These inconsistencies usually appear in common situations, such as:

  • name change after marriage or divorce
  • name spelling differences
  • inconsistencies at birth
  • differences in the name of the mother

If such information does not coincide between the systems, the request for the new identity may be refused.


How to prepare to issue CIN

The recommended process follows three simple steps.

1️Check the status of the CPF

Before any scheduling, the citizen must consult the cadastral situation on the IRS website and confirm that the data is correct.

2️

If there are inconsistencies, it is necessary to update the data first in the CPF. Only after that will the system allow the issuance of the new identity.

3️Schedule

After confirming that the CPF is regular, the citizen can schedule on the portal of the issuing body of his state. In Santa Catarina, for example, the process takes place through the site of Scientific Police.


Required documents

On the day of attendance, they are usually requested:

  • Birth Certificate or Marriage Certificate (original or certified copy)
  • Regularised CPF number

Other documents can also be included in the digital version of the identity, such as:

  • CNH
  • Title of Elector
  • SUS card

To do so, you only have to submit the proofs at the time of issue.


A silent but structural change

The new National Identity Card may only appear to be an administrative update, but in practice it represents an important step in the digitization of the brazilian state.
